Fast build? #112

It's not really an issue, but is there an option for fast build?  If not,
then it might be good to have a fast build feature.  It's good if you want
fast build outside of devmap.

Added the cvar g_instantBuild, i tested it a bit and used the same concept used 
as
the devmap instantbuild, should work just fine
