Voting automatically passing? #115

On my server, I'm having problems with voting.  I have only noticed this
situation with 3 people on ther server, but when a callvote is made (poll,
mapchange, kick are the one's I tested) the vote automatically passes.

It's probably a setting wrong somewhere, but I'd be grateful if anyone knew
what it was.

Post a /condump of the vote, so we can see what you see - the output of 
!adminlog
might help too, as it logs votes and their percentages.

Attached patch reverts the patch from issue#110 and instead only uses >= when 
the
needed to pass percent is over 50 percent.

This fixes cases like 2 people on, the vote always wins.
