g_modDecon #129

Just another additon to the g_mod series of cvars.

g_modDecon would allow builders to decon anything, even other players 
(like benmachine)

It would allow them to decon humans, aliens, and structures of either team.

For the deconning of a player, it would say Name deconstructed name, this 
can be done via custom obituaries.

There's gameplay tweaks - then there's useless tweaks / how is this not the 
latter ?
