Patch for SVN_VERSION passing to q3cc

Attached patch adds a Q3CFLAGS variable to the Makefile and passes it to
the q3cc program. the SVN_VERSION #define is now passed to the qvm build
with this patch.

Attaching patch fix so it works on win32 now too. Apply 1st patch then the 
second, if
not using svn77 already.
