Nobuild while wallwalking for hovels #136

This patch was based on slackers idea that if you disallow building a hovel
while wallwalking, it will disable 98 percent of glitch builds. I have also
added a cvar to control if this should be enforced or not, i guess the
people that like their server unsecure would like this off :\

Cvars: g_wwNoBuild 1|0, 0 by default

This cvar ONLY disallows building of hovel while wallwalking, all other
buildables are unaffected

Ok, but i changed the cvar name to ww_noHovelBuild
