Building on movers #148

There is a bug that exist in my new build near doors addition, this patch
fixes it. The bug was that you were able to build on all movers(doors,
lifts, etc) i have also added a cvar to control this because there are some
that just love this side-effect...

Cvars: g_moverBuild 0|1, 0 by default
