Lockname - disable a player from renaming himself/herself #150

The attached patch disallows a player from updaing their name, this is a
lesser type of mute, only for names

Commands: !lockname

This command also shares the same flag as mute, also it appends a N in
!listplayers if the player's name is locked, like mute
