Intermission time control #160

This was discussed in #tremulous this morning.

It would be nice to get a cvar that controls the duration of intermission.

But seeing as intermission works, there would need to be 2 cvars.

g_intermissionNoclickTime, for how long intermission is when no one clicks.
g_intermissionClickTime, for how long intermission is when at least one 
person has clicked.

I think the default way these are coded as to be 1m and 30s, respectively, 
but there is no cvar to control these. This should be a very simple 
operation, and as you guys have 5+ weeks to work on it, should be easy to 
do.
