Moderator to Admin warning #165

Since I've seen on a few servers, like SST, where moderators do not have
the ability to ban, why not have a warning-like tag that moderators can set
on bannable players. Once tagged, it sends a warning to the appropriately
flagged admins when they connect. The warning includes the
Tagger/IP/GUID/Reason, so they can either ban immediately, or wait for the
person to connect.

Here's a more simple version:
1. Mod tags deconner
2. Admin connects, sees tag on player.
3. The deconner connects again. (Warning sent to admins)
4a. The admin bans immediately
4b. The admin watches the player carefully, and then bans
4c. The admin watches the player, sees no fault, and !untag's the player.

That most likely could be done.  The big questions are what would be used to 
mark such a player, and where 
they get stored.  Obviously name shouldnt be used, and not all players have a 
guid.  This leaves IP, which poses 
several problems.  Alternatively, there MIGHT be a way to get such players to 
store the information locally...

Make it the same format as a ban. A match on either IP or GUID will trip it.

another idea with the warning system is have warning system work on the flags 
like
bans can use !ban flag to warn the admins protected objects can be given to 
people
with designate etc theres alot of other things that can have this it might be a 
good idea
