/devolve for aliens #166

/devolve would allow an alien to devolve back to a granger.

 > Must be near Overmind
 > Must have full health
 > All other evolve restrictions apply.

Unknowns:

 > Regain evos, half evos, no evos ?
 > Give credits to humans that had done partial damage to current class ?

Added all the rules listed above, as for the Unknowns, i did not give the player
payback, since this feature is unbalancing by itself...

Also, for the other one, im pretty sure once a player hits full health the 
reward for
killing that player is cleared, so humans that damaged it would not get any 
reward
since the thing is required to have full health.

Iv tested all the rules, they seem to work

Cvars: g_allowDevolve 1|0, 0 by default
