Silent specme for admins #168

Attached patch allows admins with the ability to !kick (flag k) to also
silenty join spectators by using '!specme s'.

No one sees an 'X joined spectators' message, it simply never prints it to the
clients. The player that used it will get 'You have silently joined the 
spectators'.

The !specme will show up in !adminlog and games.log - so it is a recorded 
somewhere.
