Attached patch adds support to several buildables and healing issues, which
the g_mod??? cvar code initially missed.
it also adds cvar g_modBuildableCount, which controls how many Reactors /
Overminds can be present on the map per team. Default is 0 (off) which
maintains existing 1 RC/OM only.
