Timestamps function #57

This has been widely requested, and should not be too difficult to do.

Would add a timestamp to the front of all chat messages

ie:
<10:23> [H] Paradox: NOOBS!

cvar controlled 
g_timeStamps

This isn't such a good idea, it should be done on the client-side instead. 
Also,you
will just be displaying the server local time, which could be very different 
from the
actual time where the player is.
