/builder - check who built something #60

this command can be VERY useful in cases when you have alot of players
building, and just noticed one glitched! but you cant revert all the way to
back to see who did it, so you can just use /builder (while aiming at the
building) to see who made it and ban their ass >:]

Flags: +(just the plus sign)
Commands: /builder

i also beefed up the max commands/flag limit to 128

i forgot to add, it returns the name of the builder and the buildlog number(if 
any)
