Useless, but awesome. !fire would light people on fire. No actual damage,
just the GFX.

Kinda like bungie can do in Halo3.

!fire NAME/SLOT ignites
Message: !fire: NAME ignited NAME

!fire -NAME/SLOT extinguishes
Message: !fire: NAME extinguished NAME

This can be done by spawning flamer particles but not doing any actual damage. 
Take a
look at the flamer firing function.
