Semi-mark and alien reload fixes #84

I fixed the designation bug with aliens, if you were an alien and
designated, and used the reload bind, it would require you to be human

I also added a little feature to reload, if you are a builder(alien or
human) and press the reload bind while you are NOT a designated builder, it
would toggle /mark, if you are a designated builder it would toggle protection
