Toggle of Basi changes #93

I know this is possible, but difficult. What it means is adding a new 
section to tremulous.h with the current basi vars, call it say 
basilisk_new, then add another section with the old. In the actual .c file 
that controls them (I forget what it is), a conditional block would switch 
between them.

Not sure how possible this is.
