bleeding spree base retribution #97

Attached patch adds cvar g_bleedingSpree (default 0)

Enabling this will enable bleeding retribution for bases. When a player
bleeds teammates or base at a rate faster than (g_bleedingSpree * 100hp)
per minute, their base will turn on them and shoot back for a time. time is
determined by their own friendly fire damage count.

Effects turrets, teslas, and tubes.

For turrets that need to aim before shooting, the enemy has priority when
the turret is not already locked onto the bleeder.

Hives and trappers would be useless tied up by such players, so they are
not included.

Updated patch add !outlaw admin command to enable/disable the spree per-person.

!outlaw name: makes them a bleeder

!outlaw name 0: pardons them (not bleeder/resets their bleed counter)

!outlaw name 1000: gives that person 1000 points towards bleed counter.

I'm completely against this for 2 reasons:
1) TKer can be more creative now! They can just stand in front of lucis and let 
the
turrets kill their attackers.
2) If buildable friendly fire is enabled, shooting a luci into a rant that is 
eating
my turrets will get me killed for saving my base.
