New channel in im.partych.at is not stable. #246

What steps will reproduce the problem?
1.Someday I got message from partychapp.appspotchat.com "Your channel has been 
migrated..."
2.I can chat in your new channel in early morning for a few sentences.
3.After that I cannot chat or receive any message in that channel.

What is the expected output? What do you see instead?
New channel should be always online eventhough nobody online in the time.

Please provide any additional information below.

Closing issues filed during the initial migration period, things should be much 
more stable now. Please re-open if you're still having issues.
