Expeditions not fetched #344

What steps will reproduce the problem?
1. Create a expedition
2. Sync to Server
3. View on server
4. Reinstall posit

What is the expected output? What do you see instead?
Expeditions should be downloaded onto new devices. Expeditions do not show up 
on new devices.

Please use labels and text to provide additional information.

After investigating the issue, it appears that this is not actually a bug. 
There was definitely intent to send expedition data to the server from devices. 
However, there is no indication that retrieving expeditions from the server was 
intended.

Doing a search for "expedition" in Communicator will lead to the expedition 
sync code with the server.
