Should we make Starbase menu screens too? I think we could at least use the Vux
screen. What kind of planet do the Yehat live on?

Yep, the starbase menu screens are needed too.
The Yehat resemble early Earth pterodactyls (http://wiki.uqm.stack.nl/Yehat).
And they live on a water world that circles a yellow sun at 1.06 the distance
of Earth's distance to sun. That's about it I could gather about them on a
quick glance :) Earth-ish world.

I have alternative propositions :
- I've added the Yehat starbase just to have a place for the Y+P comm screen,
but it does not need be in the full game. The various Y/P comm screens could be
redistributed amongst homeworld and ships.
- or the Yehat starbase could be "under construction", have a sprite and
dialogue that reflects that (and, eventually, become unlockable later in the
game).

I like this "under construction" idea. It reduces some annoying redundancy -
there's a hefty amount of starbases already in the game. Also it could be a
nice fail-safe to have - if the player messes up relations to other starbased
species, the Yehat starbase could unlock.

I like "under construction" too.
I think player should be able to give some money to complete it more quickly.
But only after some game progress
