Create Unittests within package directories #122

The new integration testing requires each package to have a tests directory and 
that directory has a test_modname.py file for each module in the package.

On commit packages missing such tests will be listed.

Per our conversation the other day about examples being explicit I put the 
entirety of load_directional into the doctest/example.
