server test directory is out of sync with trunk #220

In the test message from revision 814

it appears the pysal tests are running tests from the external spreg test suite:

 File "/home/pstephen/spreg/trunk/econometrics/tests/test_error_sp_regimes.py

This should be fixed as it is raising errors that are not in pysal but in the 
external spreg tree.
