The Image meter should (optionally) preserve the aspect ration when the
image is scaled.

Agreed not every image can be properly modified and viewed at a 4:3.
Aspect of image should be maintained when reduced.

I wrote the code to preserve the aspect ratio,
and attached the source code.

PreserveAspectRatio
If set to 1, aspect ratio of the image is preserved when the image is scaled.
The default value is 0 (the image is scaled to fit the meter's dimension).

Although I actually tried this code, it worked fine. I'll add this code to the 
trunk.
