WebParsr.dll "hangs" when skin refreshed repeatedly #85

We seem to be getting a lot of people running into an issue we have sort of
known about for a while with WebParser. It is happening more since many
people are trying out Enigma, or Sarge's new AccuWeather skins.

What happens is that when a user is testing a skin and refreshing
repeatedly in a short period of time, WebParser just "hangs" and won't
retrieve data anymore. You must restart Rainmeter to get things working again.

Aside from the many posts we have gotten about this, I had this
conversation in IRC today.

<sd39> any reason my meter's tied to accuweather wouldn't be working all of
a sudden?
<jsmorley> Try restarting Rainmeter.
<jsmorley> Sometimes webparser gets its knickers in a knot for some reason
and you have to restart Rainmeter.
<sd39> that was it, i was looking at the log file and it looked like it was
working, but never actually updated the data.
<sd39> thx, hopefully that doesn't happen often :/

<jsmorley> And we are probably going to look at it for the next version
<jsmorley> Mostly happens when you are testing and "refresh" repeatedly in

<sd39> yeah i was testing quite a bit also.

I think for 1.1 we might have someone look at WebParser to see if the
problem can be identified and corrected. It's not a huge issue as it is
reasonably rare and easy to fix, but should be addressed as it impacts the
perceived stability of Rainmeter.
