Image View Option - Addition #160

Add an icon so that one can click to see an image immediately from within the 
browser (no download necessary).

As-Is: The only option is to download images as files
Requested: Retain download option, add view option

This simply opens the image in the browser. Specifically, do not lightbox or 
make this fancy.

(The documents feature in Redmine currently provides this immediate image view 
when clicked)
