Russians file name doesn't work in email

What steps will reproduce the problem?
1. Upload file with russian file name "ТЗ Модернизация ....pdf"
2. Email file
3. Open attachment in email "Documents.zip"
4. See ¦в¦Ч ¦Ь¦-¦+¦¦TА¦-¦¬¦¬¦-TЖ¦¬TП ¦Р¦б¦Ф¦г 
¦Х¦б¦У-2 
¦-TЗ¦¦TА¦¦¦+TМ-¦гTВ¦-¦¦TА¦¦¦+¦¦¦-¦-¦-¦¦.pdf

What is the expected output? What do you see instead?
File name in Documents.zip = "ТЗ Модернизация ....pdf"

What version of the DMSF and Redmine are you using? On what browser and
operating
system?
