Russian files name are not correctly stored on the server #210

What steps will reproduce the problem?
1. Upload a file with Russian file name 
"ИДК.УЭ.Орловой.Запрос на тару.Jpg"
2. Upload test file "idc.test file upload.jpg"
3. I seen this in server folder (see attached file) 

What is the expected output? What do you see instead?
The russian file name should consist of 2 parts: special numbers and 
"ИДК.УЭ.Орловой.Запрос на тару.Jpg" as it is for test 
file.

What version of the DMSF and Redmine are you using? On what browser and
operating
system?
DMSF 1.4.5, Redmine 2.3.0-0, Firefox 19, Windows XP SP3

Please provide any additional information below.
