Own rights group for e-mail notification #216

CURRENT
The possibility to use the email notification for files and folders is coupled 
with the right for the manipulation of files or folders.

TARGET
To give passive users also the opportunity to enable the email notification for 
a document or folder, it would be great to have a own rights  group for that.
