Interestingly, Redmine would find the recipient of the email (if available) 
dynamically in the database Redmine members.

So it would be nice to have a possiblity to select a 'Watch' mark for a folder 
(file) in order to be informed by mail on each upload or modification of this 
folder. All users not watching the folder will not get a mail.
Also each person uploading a file can select users or groups getting an 
notification mail (adding them as watchers - or delete them from watcher list).
