Not able to chang config for units display and Tilt

What steps will reproduce the problem?
1. Open options
2. Setting for units grayed out and displaying Metric
3. Cannot change

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?

Please provide any additional information below.

Changed registry from 0 to 1 and  the word english  is displayed in 
options still grayed out and system shows all metric units.
