New 'Close Issue' hyperlink #471

ER Request:

   Please insert a 'Close Issue' hyperlink near the 'Edit Issue' hyperlink (that would be a quicker way to close the issue [currently have to click on the 'Edit Issue' hyperlink, check 'Close' and click on [Update Issue]).

   Similarly, you could insert a 'Delete Issue' hyperlink near the 'Edit Issue' hyperlink.

What browser are you using?  What version? On what operating system?

At what URL are you accessing Rietveld?  (e.g. codereview.appspot.com)
