Устранить MS Word форматирование, при этом 
оставив HTML тэги вроде <p>, <b>, <i>. Требует 
отдельного обсуждения по телефону.

похоже, удалось сделать это средствами PHP 
без перелопачивания базы данных. Проверял 
текст с MS Word форматированием (цвет, тип 
шрифта, размер шрифта) - отображается 
нормально
