Change placement of buttons on WebUI System Messages page #329

Move the buttons for Reset, Delete, etc from the bottom of the page to the top 
so that they are more visible to users with more than one screen of messages.

Will investigate what it will take to make this change; if it's not overly 
complicated/time consuming to change the SysMsg page code then I'll end up 
doing it.
