Regular Backup/Restore Feature #106

The system should automatically back up a compressed back-up on a regular 
schedule, set by the administrator.  Administrator should also be able to back 
up the system locally with a click.  All backups (local and server) should be 
encrypted, or zipped with a password set by the Administrator.  They should 
include the system encryption key (See Issue 100), and all files.

Compare to Issue 26 (completed).  If appspot will automatically do this on an 
automated basis, then we don't need to do this.

Before marking this complete, confirm that it will work with planned security 
upgrades.

Also be sure to backup all site settings (e.g. Issue 209 Comment 14), the admin 
panel, etc.
