The mobile interface should be similar to the Desktop Canvassing Map interface
(Issue 115), with the following caveats:
The primary purpose of the mobile map interface is to show canvassers where
they are, and what areas have already been canvassed. It should contain a link
to the Mobile Interface: Canvassing Record Input Interface (Issue 117).
* By default, Center map on current location (from mobile device)
* If no mobile device location, then guess location, and zoom to a reasonable
magnitude?
* By default, only show open work orders that are unclaimed or claimed by your
organization.
* Only load the work orders that are in the map window, if possible; or the
county in which the map is centered... whichever is easier.
Note: Issue 114 must be completed first.
