Mobile Interface: Work Order Map #119

The Mobile Work Order Map should work just like the desktop interface with the 
following caveats:

* Center on current location (from mobile device)
* If no mobile device location, then guess location, and zoom to a reasonable 
magnitude?
* By default, only show open work orders that are unclaimed or claimed by your 
organization.
* Only load the work orders that are in the map window, if possible; or the 
county in which the map is centered... whichever is easier.
* Simplified InfoBox; The "Edit" links to the mobile version of the Work Order 
Form.
