Each Organization May Add My Maps #132

Each organization should be able to add their own Google "My Maps" to their own 
view of the map.

Alternatively, we could manually support map layers... but that seems like a 
ton of extra work to try and imitate a Google My Map.

Each "My Map" should be implementable as a layer, and should be able to be 
turned on and off. The administrator should also be able to add additional maps 
that are available to all organizations as layers they can turn on and off on 
their own view of the work map.
