If an unauthenticated user visits [root]/[incidentshorthand] (See Issue 14,
comment 12 for "Incident Shorthand"), then the map for that incident should be
displayed.

If an unauthenticated user visits [root]/[incidentshorthand]/login should
automatically select the correct Incident to speed up the login process (See
Issue 101, steps 1 and 2)

If an unauthenticated user visits [root] should display the map for the most
recent Incident, and include options to:
  1. Join/Login
  2. Help
  3. About
  4. Blog
  5. Social Media Links

If an authenticated user visits [root], then they should be forwarded to
[root]/[incidentshorthand]. By default, they are forwarded to most recent
Incident for which the organization is authorized.

The map should have a drop-down so that a user can toggle between incidents for
which the organization is authenticated. Typically, this would be two: The
current incident, and the universal "Test" Incident (See Issue 21, Comment 12)

6. Volunteer (See Issue 164). Note: "Volunteer" changes to "Volunteers" for
authenticated users.

Updates: In comment 1, [incidentshorthand] will actually be named
"shortcut_name" in Issue 14.

Do you think this should be merged with Issue 201?

Relates to issue 209 (micro CMS).

This could be merged with issue 201, but the map toggle is a unique feature
here.

Should that idea be dropped now that organizations are unique to incidents?

Yes, let's drop the toggle feature and merge this with Issue 201.

Closing - remaining needs here are already in issue 201.
