Incident Admin Panel Settings and Options #165

With multiple incidents, we'll need to rely upon trusted local incident admins 
to maintain the system, approve new participating organizations, etc. Here are 
the things that an Incident Admin would need to do:

* Edit an Incident. See Issue 14
* Edit/Approve an Organization. See Issue 21
* Create/Edit/Compile one Incident's Assessment Form from a list of 
questions/data points.
* Send alerts to all Incident points of contact, OR download a .csv of all 
participating organizations' Points of Contact, for one Incident.
* Send Tweets from official Twitter account (Optional)
* Make updates to official Facebook account (Optional).
* See incident statistics (e.g. work order statistics per organization or 
county or work order status, numbers of SUVs, etc.).

I can't seem to figure out how to log in as an Local Admin to test. Any 
thoughts?
