Display Points of Contact in Tabular Format #172

Display a grid with all current Points of Contact, sorted by organization, then 
last name, then first name.  Include <a name=""> anchors for each organization 
so that we can link directly to them from other areas in the website.

Implemented.
/admin -> display contacts
/organization-info
/organization-settings

Yes, minimally implemented.
This list should also be available to ANYONE using the system, so that one 
organization can contact another, not just in /admin.

I'll mark this fixed once it's available to non-admins, as well.

available to non-admins at /see-all-contacts. I think I might change this to 
/contacts. This was named during a marathon night before adding our second 
incident.

Yes, minimally implemented. I agree, change to /contacts. Thank you. Issue 199 
adds a csv download to this list.
