Internet Explorer mapping javascript issues. #193

This person emailed me with problems. It showed zero work orders in Atlantic 
County (Southern NJ).  However, in Firefox, there are at least 32 open work 
orders. For some reason IE appears to have some pretty big map errors. They 
include:
1.       Not showing the Filter box.

2.       Not loading a majority of work orders.

3.       Loading either VERY few work orders, or only Open, Assigned work 
orders (thus, yellow).

These are fairly significant bugs, and it worries me that everybody using IE 
and on Sandy may be experiencing them.

Do we know if we have been able to diagnose the cause of any of these problems?

I have added more js exception handling, and a js_logs_handler.py, so we can 
see these exceptions in GAE logs.
