Allow an organization to participate in multiple incidents #194

Right now each organization has only one incident. We've already had a case 
where an organization wanted to be involved in two incidents.

Yes. Here are likely scenarios: 1. Org is involved in two separate live 
Incidents simultaneously. 2. Org is involved in the test Incident and one or 
more live Incidents. 3. Org is involved in the test Incident, one or more live 
Incidents, and one or more Drill Incidents. (See Issue 179)
