User should have to ask to edit Latitude and Longitude if set automatical #221

Latitude and Longitude are unadulterated text inputs on the single site form, 
populated by Javascript after an address is geocoded.

If they are set with geocoded values, should they become disabled, barring 
input? There could be a checkbox added to allow them to be edited again.

Yes. I agree users should have to ask to edit it.  I have noticed that when 
geocoded incorrectly, I sometimes have to manually delete the lat/lon before I 
change the address, or sometimes the system won't update the lat/lon.

This is live on the testbed now - input readonly set until 'edit' clicked.
