Draw Polygons with a Mouse on Map #32

When trying to determine where to send volunteers to assess damage after an 
incident (e.g. flood, fire, tornado, etc.), often responders will visit an area 
and do an initial assessment of the damaged areas.  They should be able to 
easily draw these areas on the map.  This functionality helps direct resources, 
volunteers, and alert other response organizations where to focus resources.

It would be great if users could draw, color, and name areas (with high alpha, 
so you can still see the map underneath).  Some of these polygons might be 
named, "Area burned," "Flooded Area," "Mormon Helping Hands Active Area," etc.  
Users should be able to later edit or delete (expire) the polygons.
