Direct Link to Filtered Map #36

Organizations will interact with the map in different ways.  Most of the time, 
they will check a unique combination of filters. They will want to view the map 
with those unique filters on, each time they visit, without having to reset 
them all each time.

Add a "Copy Link" that creates a URL with the unique set of parameters for that 
particular view. E.g.:
https://sandy-disaster-recovery.appspot.com/map/?s=NY&z=10&ll=0.000&sll=0.000&de
bris=1&power=1... etc.

Give the option of using a URL shortener (I'm partial to Bit.ly, because it's 
easy to track).
