Shortly after the launch of this tool, I will be flooded with questions about 
how to use it.  It would be nice to have a repository where I can answer 
questions once.

You could just use the Wiki available on this site. Would that be sufficient?

If publicly available, yeah, a wiki on this site should be fine. What's the 
link to the Wiki?
At some point we'll want to include a link to the feature request page, 
Knowledge Base, and other websites of interest from 
http://sandy-disaster-recovery.appspot.com/

Let's change the Help link to http://blog.crisiscleanup.org/search/label/Help
And put a configuration in /admin to specify the Help link.
