Actually REQUIRE the following fields:
  Street Address

When the Work status is changed to CLOSED, Require (# of volunteers and # of 
hours) or # of volunteer-hours.  Zero is an acceptable number.

Note: We need to require that the user include the Primary Work Type.  This is 
important.
