Logic for setting organization in edit page #66

Status must be "Open, Unassigned" or "Closed, Duplicate" if 
Organization="None."  If organization is changed, user is prompted to enter 
organization password (authentication).  If status is set to Closed, Completed, 
Incomplete, Out of Scope or Done by Others, prompt user to enter: 1. Number of 
volunteers 2. Number of hours, and 3. Initials of resident present during work.

What are the cases in which Organization can be None - given that all users 
must be logged in as an org?

As with issue 82, I suggest this be implemented after issue 139 and and issue 
134 (or as part of), as they will change the site of the behaviour referred to 
here.

The only cases I can think of are: 1. An unknown bug or error that fails to 
properly record the organization. 2. Import with improper validation (or this 
becomes part of the validation). or 3. An improper API call that changes the 
org. Note there is not currently an API.
