Scale to 10,000 Records #76

As discussed on the phone, there may be upwards of 10,000 work order requests 
by the time this is over.  Filter by county.

No longer filters by county, now runs in batches of 200

That is great. The loading behavior seems to reflect this.  I'm setting the 
status to fix. Out of curiosity, does this mean that we no longer need the 
counties property for incidents?
